four 16 cents for each four Marseilles, I may however mention that but few books, are sent by either of those routes, and that I do not -anticipate that any large number will be sent in the mails from this Office to Tokohama, San Francisco, or the United States generally by the Pacific Mail Steamers.

The rate chargeable by the American Post Office on Book Packets will of course be fixed at Washington and the postage collected there will be retained by the United States Post Office, and, in like. postage collected on this wide will belong to the Colonial Government in the same way as the postage.
